Up to 30,000 people in Islington North pay spiralling rents and often have bad landlords, Jeremy Corbyn told MPs on Monday.
He told the House of Commons that fair rents and regulation of landlords are vital to stop people being forced out of city centres.
Moving a Bill under the 10 minute rule, Mr Corbyn said: “We need to provide security, decency and reliable landlords for those people who are unable to buy and unable to access local authority or housing association accommodation.”
He also called for a practice of not allowing benefit claimants to apply for a private tenancy, to be outlawed as discriminatory.
