People in one of Islington’s most exclusive residential streets are trying to make the town hall cut the “unacceptable” opening hours of an Essex Road bar.

Sarah Fraser, of Colebrooke Row, has applied for a premises licence review of The Winchester in Essex Road.

She and neighbours are fed up of trouble outside their homes on weekends. They claim it’s caused by The Winchester’s 4am closing time.

The application will be heard at a meeting of Islington Council’s licensing sub committee on Tuesday. Ms Fraser said in the documents: “Over the last few years, Friday and Saturday nights have become a nightmare.

“The extended licensing hours on those days at The Winchester have resulted in appalling noise from midnight through to 4am and beyond, making sleeping impossible.

“This is caused by the clientele of that bar pouring out onto the street drinking there, sitting on the window cills, shouting, fighting and generally making a nuisance.

“They are all over the road, they urinate on doorsteps in Colebrooke Row (and worse), Uber cars pile up on St Peter’s Street. They then overflow down past me at Colebrooke Row, still shouting, occasionally fighting and sometimes there are screams from frightened girls, which make me feel I should dial 999.”

The application goes on: “There has been no attempts by The Winchester to control this anti-social behaviour. Other pubs in this area have notices outside to ask their customers to keep noise down after 10pm and one limits the amount of people allowed to drink outside.

“It is unacceptable for a bar surrounded on all sides by residential flats and houses to have such long licensing hours.”

Eleven neighbours have supported Ms Fraser’s application. One even commissioned an acoustics consultant to carry out a sound investigation at his home.

Pc Petros Loizou, of Islington Police’s licensing team, has called for trading hours to be restricted until 2am, including 20 minutes of “drinking up” time.

Between January and November last year, Pc Loizou said cops were called to the venue 10 times. This included three victims of serious assaults after 2am. One of these was found covered in blood with a 10cm cut from the temple to his lower jaw.

The Gazette approached The Winchester for comment but didn’t receive a response.
