Police officers could face charges over the death of teenager Henry Hicks who died while being chased by two unmarked police cars.

The 18-year-old, of Liverpool Road, Islington, was killed after a crash with other vehicles in Wheelwright Street, near Pentonville Prison, in Islington at 8pm on December 19 last year.

The Independent Police Complaints Commission (IPCC) has completed the investigation into events surrounding his death and has referred its report to the Crown Prosecution Service (CPS) for consideration.

The IPCC refers a report to the CPS when it indicates that a criminal offence may have been committed.

IPCC Commissioner Jennifer Izekor said: “The IPCC investigation into the events leading to Henry’s tragic death on Wheelwright Street that night has now been completed. On the basis of all the evidence now gathered and the investigators findings, I have decided to refer the case to the Crown Prosecution Service to determine whether any criminal charges should be brought against any of the officers involved.”

Henry was driving a scooter when the accident, involving vehicles belonging to members of the public, happened at the junction of Wheelwright Street and Roman Way whilst being followed by two unmarked police vehicles. He was taken to hospital where he was later pronounced dead.

The investigation focuses on the actions of the Met Police drivers and those in the the two unmarked police vehicles following him at the time. The IPCC has identified actions by the officers that may constitute driving and health and safety offences.

The IPCC has been in touch with the Hicks family throughout the investigation and has updated them on this latest development. The final report has also been passed to the Met to consider its findings.

A further IPCC investigation into interaction of the police and and the Hicks family, including Henry prior to his death, following complaints by the family is still ongoing.
